During the summer meeting of the National Conference of Insurance Legislators here, Roger Sevigny, president of the National Association of Insurance Commissioners, confirmed that a rating agency that is being developed would compete directly with existing rating agencies, prompting skepticism from state insurance legislators as well as questions about funding, conflicts of interest and the project's feasibility.
